Here's how.

Any solar installation on a listed building — or a building within its curtilage — needs Listed Building Consent from Bath & North East Somerset Council. That sounds like a wall. It isn't. Consent is granted in Bath where the design is right: panels sited out of public view, no loss of historic fabric, and an installation that could be reversed.

The single biggest factor is where the panels sit. And Bath's Georgian terraces have a quirk that works massively in your favour.

The Georgian advantage

Many of Bath's Georgian terraces were built with M-shaped double-pitch roofs behind a stone parapet. From the street you see the parapet — not the roof. The inner slopes of that central valley are completely concealed from ground level.

This matters so much that B&NES is developing a Local Listed Building Consent Order specifically for solar panels on these concealed inner slopes — covering Grade I, II* and II listed buildings in the Bath Conservation Area. Once in force, installations meeting its conditions won't need an individual consent application. Until then, a standard application is needed, but a valley installation is exactly the kind of scheme the council has shown it can support.

Siting and visibility

Discreet locations win: concealed valleys, behind parapets, rear slopes hidden from vantage points. The council also prefers ground or outbuilding options where the grounds allow it.

Loss of significant historic fabric is rarely acceptable. The mounting design has to work with the existing roof — which is a structural and electrical design job, not a sales job.

Materials and appearance

Where panels would be partially visible, all-black panels, solar slates or PV tiles matched to the roof colour can make the difference between approval and refusal.

B&NES offers pre-application advice from its Historic Environment Team, and the Green Heritage Homes scheme has combined conservation and energy advice for listed owners. Engaging early is the cheapest insurance there is.

Can you put solar panels on a listed building in Bath?

Often, yes — but you need Listed Building Consent from Bath & North East Somerset Council first, and this applies to buildings within the curtilage of a listed building too. Consent is most likely where panels sit out of public view, for example in the concealed valley of an M-shaped roof or behind a parapet, and where the installation avoids damage to historic fabric. It is never guaranteed, which is why we assess the roof honestly before you spend anything on applications.

What is the B&NES Local Listed Building Consent Order for solar?

B&NES is developing a Local Listed Building Consent Order (LLBCO) that would grant consent for solar panels installed on the inner roof slopes of M-shaped double-pitch roofs — the concealed central valley — on listed buildings within the Bath Conservation Area, subject to conditions. Once in force it would remove the need for an individual Listed Building Consent application for installations that meet its conditions. It is still in development, so for now a normal consent application is required.

Do solar panels damage a Georgian roof?

Not if the installation is designed properly. The mounting method matters more than the panels: fixings should work with the existing roof structure, avoid loss of historic fabric, and be reversible. Does Bath's World Heritage status ban solar panels?

No. The World Heritage designation covers the whole city, and it means the council examines visual impact carefully — but it does not add a separate legal ban. Well-designed, discreetly sited installations are approved in Bath, and the council actively supports sensitive retrofit through schemes like Green Heritage Homes.
